Prior to joining the OCFW, Kelsey represented death-sentenced individuals in Florida in federal postconviction proceedings and under-warrant litigation. Prior to her work in Florida, Kelsey represented individuals charged or convicted of crimes of all levels of seriousness in trial, appellate, and postconviction proceedings in Virginia.
